What is the name and model of the flashlight? Shining a high lumen tactical flashlight in the eyes can temporarily blind a suspect. I wouldn't shine a high lumen flashlight at a citizen. I think the citizens have been asking the police to wear recordable cameras. The unions are refusing. Elected officials are mute.
